Implements MetnoFrostRequest and MetnoFrostValues for the Norwegian Meteorologic…al Institute Frost API (https://frost.met.no). Requires a client ID passed via Settings(auth={'metno_frost': ('client_id', '')}). Metadata covers hourly (PT1H) and daily (P1D) resolutions with 11 and 13 parameters respectively, derived from the Frost elements catalogue. Also adds Auth model to Settings with a metno_frost field for storing per-provider credentials. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
